Material assistance for resolving social-household questions is a one-time financial support that the state provides to workers of the budget sphere (including civil servants and the military) if they found themselves in difficult life circumstances or need funds to cover urgent expenses.
In accordance with Art. 54 of the Law of Ukraine «On the Civil Service», such assistance can be provided annually, and the order and amount are established by the Cabinet of Ministers of Ukraine. According to Resolution of the Cabinet of Ministers No. 500, the payment can amount to up to one average monthly salary and is provided once a year, depending on the available financing.
For servicemen, analogous mechanisms are provided for by the normative acts of the Ministry of Defense of Ukraine, which regulate the order of submitting a report, the grounds for the payment, and the list of supporting documents. In practice, the receipt of such assistance is often connected not only with financial but also with legal questions – that is precisely why it is important to understand how a serviceman can receive legal support in order to correctly process the documents and protect their rights in interaction with the command and state bodies.

To Whom Material Assistance for Resolving Social-Household Questions Is Available
The right to material assistance is held by:
- servicemen (by mobilization, contract, conscript service);
- civil servants, in accordance with the Law «On the Civil Service»;
- veterans, in the cases defined by law;
- members of the families of fallen military;
- workers of other state bodies, for whom the order of payments is established by the Cabinet of Ministers.
The main criterion is the presence of documentarily confirmed social-household needs or difficult life circumstances.
What to Do to Receive Material Assistance for Resolving Social-Household Questions
The procedure of submitting documents for receiving material assistance consists of several mandatory steps:
1.Prepare a report or application
- For servicemen this is a report in the name of the commander.
- For civil servants this is an application according to the internal rules of the body. In the application it is necessary to describe the circumstances and the request for the provision of assistance.
2.Collect documents
Depending on the situation, the following may be needed:
- medical certificates;
- documents about a fire or other emergency situations;
- confirmation of expenses;
- documents regarding the disability of family members;
- certificates from social services.
3.Submit the documents to the financial body or personnel service
- In a military unit they are submitted to the financial body.
- In state bodies – the personnel/financial subdivisions.
4.Consideration and adoption of the decision.
The commander of the military unit or the head of the state body approves/refuses taking into account:
- the available financial resource,
- documentarily confirmed grounds.
5.Receipt of funds
After approval, the money is transferred to the bank account of the applicant.
