One-time cash assistance and the payments connected with it are an inseparable part of the social protection of the servicemen of Ukraine who received a disability as a result of combat operations or the execution of the duties of military service. - financial support during treatment and rehabilitation;
- ensuring minimal social stability after a wound.
The payment is one-time, does not replace a disability pension, and does not cancel the right to other types of social security.
At the same time, it creates a financial basis for further recovery, since after a wound the key stage becomes the rehabilitation and adaptation of veterans after a wound, which covers treatment, psychological support, and the return to a full-fledged life.
Types and Amount of One-Time Cash Assistance to Servicemen in Case of Disability
The amount of one-time cash assistance to servicemen in case of disability depends on the group of disability established by the medical-social expert commission (MSEC):
- Group I disability
Provides for a payment in the amount of 400 times the subsistence minimum for able-bodied persons, since the person loses working capacity and requires constant care.
- Group II disability
One-time cash assistance is paid in the amount of 300 times the subsistence minimum for able-bodied persons. It is provided in the case of a substantial limitation of working capacity.
- Group III disability
Provides for assistance of a minimal amount of 250 times the subsistence minimum for able-bodied persons and is established in cases of a partial loss of working capacity.
Who Has the Right to Receive One-Time Cash Assistance in Case of Disability
The right to one-time cash assistance in case of disability is held by:
- servicemen of the Armed Forces of Ukraine;
- the military of the National Guard of Ukraine;
- employees of the SBU, SBGS, SES, and other military formations;
- reservists and persons liable for military service called up during mobilization;
- the military discharged from service, if the disability is established after discharge but has a service causal connection.
The key condition is the official confirmation that the disability occurred as a result of or during the execution of the duties of military service, and not from household or other causes.
The Procedure for Receiving One-Time Cash Assistance of Servicemen in Case of Disability
The procedure for receiving one-time cash assistance to servicemen in case of disability is clearly regulated by the legislation of Ukraine and provides for the sequential passing of several mandatory stages:
1. Receiving medical aid and documentary confirmation.
The first stage is the rendering of medical aid to the serviceman and the recording of the fact of a wound, contusion, injury, or illness received during military service.
2. Referral to the MSEC and the establishment of the disability group.
After the completion of treatment or the stabilization of the state of health, the serviceman is referred to the medical-social expert commission (MSEC) for the assessment of the degree of the loss of working capacity and the establishment of the disability group.
3. Confirmation of the causal connection of the disability with military service.
The key stage is the official confirmation that the disability is a consequence of the execution of military duties. It is precisely this conclusion that is the basis for the assignment of one-time cash assistance. Without such confirmation, the payment is not assigned, even in the presence of an established disability.
4. Preparation and submission of the package of documents.
After receiving all medical conclusions, the serviceman or his legal representative forms a package of documents for submission for the assignment of the payment.
5. Consideration of the case by the authorized body.
After the submission of the application, the commander of the military unit or the head of the TRC and SS checks the documents and passes them on for consideration further. The final decision about the payment is made by the Ministry of Defense or another corresponding body, after which the funds are transferred on the basis of an order.
6. Transfer of the funds to the bank account of the applicant.
In the case of a positive decision, the one-time cash assistance is transferred to the bank account of the applicant (IBAN) within the term determined by the corresponding budget and departmental procedures.
The payment is made one time and does not affect the right to receive a disability pension or other social payments. In practice, the majority of delays are connected precisely with the incorrect processing of medical or service documents.
List of Necessary Documents for Receiving One-Time Cash Assistance in Case of Disability
For the processing of the payment, the following are necessary:
- passport or ID card;
- registration number of the taxpayer (TIN);
- MSEC certificate with the indication of the disability group;
- conclusion about the causal connection of the disability with military service;
- extract from the order about the undergoing of service;
- details of the bank account (IBAN);
- application of the established form.
In the case of refusal or disputed circumstances, the additional requesting of documents or an appeal to the court is possible.
Where to Submit Documents for Receiving One-Time Cash Assistance in Case of Disability
The submission of documents for the assignment of one-time cash assistance is carried out depending on the type of service and the status of the serviceman.
In particular, documents can be submitted through:
- the territorial recruitment and social support center (TRC and SS);
- the corresponding subdivisions of the Ministry of Defense or other security agencies;
- centers for the provision of administrative services.
