The Cabinet of Ministers of Ukraine has approved and submitted to the Verkhovna Rada the draft law “On the State Budget for 2027.”
The Ministry of Finance stated that the document was prepared on time, is balanced, and ensures predictable funding for state priorities.
Budget revenues for 2027 are planned at UAH 5.648 trillion — UAH 452.1 billion (8.7%) more than the adjusted plan for 2026. Total expenditures are set to reach UAH 7.272 trillion, exceeding the current year’s figure by UAH 864.9 billion (13.5%). External financing needs for next year are estimated at $52.6 billion — funds are planned to be raised from the EU, G7 countries under the ERA program, the IMF, the World Bank, the United Kingdom, and other partners.
As in previous years since the start of the full-scale invasion, the budget’s priority remains funding the security and defense sector. UAH 4.885 trillion is allocated for this area — an increase of UAH 517.9 billion (+11.9%) compared to the current plan for 2026.
Structure of defense expenditures:
- UAH 1.7917 trillion — monetary allowances and remuneration (+UAH 337.5 billion)
- UAH 2.2985 trillion — weapons and military equipment (+UAH 1.4 billion)
- UAH 499.9 billion — other sector expenditures (+UAH 127.7 billion)
- UAH 264.9 billion — funds reserve (+UAH 51.3 billion)
- UAH 30 billion — state guarantees for the procurement of weapons and equipment
The next steps are the review and vote on the draft law in parliament: committees are to process amendments, after which the document will undergo its first reading and be put to a final vote.
