Ukrainian company Tencore and Finnish company Insta have announced their intention to open joint production of TerMIT 2.0 ground robotic systems in Finland. This took place during Finnish President Alexander Stubb’s visit to Kyiv. The parties signed a Joint Statement of Intent to establish a joint venture. According to Tencore representatives, it will operate under a distributed model with the involvement of Finnish industrial partners.

The Joint Statement of Intent document recording this intention was signed on August 23 in the presence of the presidents of Ukraine and Finland. The first cooperation milestone is the production of 320 TerMIT 2.0 systems for Ukraine’s Defense Forces.

Insta Group is a Tampere-based technology company with over 30 years of history in the defense sector. The company specializes in command and control systems, cybersecurity, and industrial automation, and also participates in Finland’s F-35 fighter jet procurement program and an ISR intelligence technology development consortium together with ICEYE and Lockheed Martin.

As early as February 2026, Insta and Tencore signed a memorandum of understanding under which the parties agreed to work out the localization of TerMIT unmanned ground vehicle production in Finland — including manufacturing, assembly, and supply chain development. According to Insta, this was the first instance of a military technology being transferred to and further developed in Finland in cooperation with a Ukrainian company.

At the same time, in February, the Tencore–Insta agreement became part of a broader package of deals worth approximately €800 million, which four Ukrainian defense manufacturers (Tencore, Culver Aerospace, Remtecnology, Terminal Autonomy Ukraine) concluded with partners from Denmark, Finland, and Latvia. In particular, Culver Aerospace and Denmark’s Copenhagen Global A/S agreed on joint UAV production under a five-year program, while Remtecnology and Finland’s New Paakkola Oy agreed on the production of the LEGIT ground platform.

TerMIT is a tracked multi-purpose platform developed by Tencore, used for logistics, casualty evacuation, minelaying, and fire support. The specific set of modules is selected based on the unit’s needs.

  • The base weight of the system is approximately 280 kg, with dimensions designed to fit in a pickup truck’s cargo bed.
  • The system is codified by the Ministry of Defense of Ukraine.
  • More than 20 brigades of the Armed Forces of Ukraine operate it.
  • Available upgrades include integration of a turret for the 40mm Mk19 grenade launcher, a Starlink mini satellite communication module, electronic warfare equipment, and an armored evacuation capsule for extracting wounded soldiers from the battlefield.

Along with Stubb, representatives of Finnish defense manufacturers Insta, Boomeranger, and Patria arrived in Kyiv on August 23 and signed cooperation agreements with their Ukrainian partners.

In addition, Finland is represented in defense technologies by Nokia, ICEYE, Sensofusion, and NestAI. In particular, Patria and Ukrainian drone manufacturer Heneral Chereshnia signed a letter of intent to establish joint drone production in Finland.
