During the war, the state reinforces the social support of Ukrainians who found themselves in difficult life circumstances. One of such instruments has become basic social assistance in Diia — a new digital program that makes it possible to process payments online, quickly and without unnecessary bureaucratic procedures.

What Basic Social Assistance in Diia Is
Basic social assistance Diia is a new format of state support, created for the quick and convenient processing of social payments through the application and portal «Diia». The program was introduced in accordance with Resolution of the Cabinet of Ministers of Ukraine No. 371 dated 25 March 2024 «On the implementation of an experimental project regarding the provision of basic social assistance», adopted by the Cabinet of Ministers of Ukraine, and is realized with the participation of the Pension Fund of Ukraine. It unites several directions of state social assistance into a single digital service in order to simplify access to payments for persons who found themselves in difficult life situations.
Basic social assistance is a guaranteed form of state support that is provided to those who cannot independently ensure basic needs, such as: nutrition, housing, treatment, or care. In cases when state payments are insufficient, an important role is also played by humanitarian aid from the international organizations UNICEF and the UN, which is aimed at supporting the defenders of Ukraine and their families in crisis conditions.
What Basic Social Assistance in Diia Was Created For
The social assistance program was created in order to simplify access to state payments, make them more targeted, and reduce the quantity of bureaucratic procedures.
As noted in the official clarification of the Ministry of Digital Transformation of Ukraine, published on 30 October 2025 on the government portal of the Cabinet of Ministers of Ukraine, the key goals of the program are as follows:
- ensure a basic level of social protection for people who found themselves in dire circumstances;
- create a convenient online instrument for the submission of documents without queues and trips to state institutions;
- unite various types of state assistance into a single digital system;
- increase the transparency and control of the provision of social payments;
- reduce the load on local social services.
Basic social assistance in «Diia» was created taking into account modern conditions — war, the displacement of people, the loss of work, problems with health or care, therefore the program covers a wide circle of needs.
Types of Basic Social Assistance in Diia
According to Resolution of the Cabinet of Ministers of Ukraine dated 25 March 2025 No. 371 «On the implementation of an experimental project regarding the provision of basic social assistance», within the framework of basic social assistance one can process the following types of payments:
1.Assistance to low-income families
Financial support for families that have a total income lower than the subsistence minimum.
2.Assistance to persons with a disability since childhood and children with a disability
Financial assistance to families and guardians who need constant expenses for care, rehabilitation, and the satisfaction of basic needs.
3.Assistance to single mothers or fathers
Assigned to families where a child is raised without one of the parents. The amount depends on the age of the child and the income of the family.
4.State assistance for children who are under guardianship or custody
The state guarantees financial support for children deprived of parental care.
5.Assistance for the care of seriously ill people
Provided to those who carry out the care of a person who cannot serve themselves.
6.Social payments to internally displaced persons (IDPs)
In «Diia» one can submit documents for part of the payments provided for by legislation for IDPs.
7.Compensation to caregivers of persons with a disability or elderly people
The payment is provided to those who carry out the constant care of people who are not able to independently serve themselves.
All these types of social assistance are available depending on the status and confirmed documents. The service automatically pulls up data from registers, which significantly simplifies the process and reduces the risk of refusals due to incorrect filling out.
Who Has the Right to Basic Social Assistance
The right to basic social assistance in «Diia» is held by persons who belong to one of the categories defined by: the Law of Ukraine «On Social Services» dated 17 January 2019 No. 2671-VIII, the Law of Ukraine «On State Social Assistance to Persons with a Disability Since Childhood and Children with a Disability» dated 16 November 2000 No. 2109-III, the Law of Ukraine «On State Social Assistance to Persons Who Do Not Have the Right to a Pension, and Persons with a Disability» dated 18 May 2004 No. 1727-IV. In particular, the assistance can be claimed by:
- families with a low level of income;
- single mothers and fathers;
- guardians and custodians of children;
- persons and children with a disability;
- elderly people who need care;
- internally displaced persons who lost permanent income;
- families that raise children in difficult life conditions;
- citizens who confirm the status of a low-income or socially vulnerable group.
The right to payments is confirmed by documents: certificates from medical institutions, decisions of guardianship bodies, an IDP certificate, a certificate of income, and so on.
