On August 19, Russian forces struck Zhytomyr with S8000 ‘Banderol’ drone-missiles. The missile hit the building of the Main Directorate of the National Police of Zhytomyr Oblast. The strike ignited a fire on the fourth floor of the building, and the roof also caught fire.

According to the Ministry of Internal Affairs, during the double direct strike on the police building, two law enforcement officers were killed — Artem Zubchuk and Yuliia Yevdokymova — and by evening the number of casualties exceeded 40.

The S8000 ‘Banderol’ is a new Russian jet-powered strike weapon, which the Air Force also describes as a kind of hybrid between a drone, an aerial bomb, and a missile.

According to Ukrainian intelligence and debris analysis, the ‘Banderol’ was built with extensive use of foreign electronic components. The likely developer is identified as the sanctioned Russian group ‘Kronshtadt’, which also manufactures the ‘Orion’ strike-reconnaissance unmanned aerial vehicles. The large UAV ‘Orion’ is considered the primary carrier of the S8000. Reports have also emerged of the missile being adapted for launch from Russian Mi-28N attack helicopters.

Russia has not publicly disclosed the exact specifications of the weapon. The following figures are most commonly cited in open sources:

  • length — approximately 5 meters;
  • body diameter — approximately 30 centimeters;
  • wingspan — approximately 2.2 meters;
  • estimated range — approximately 500 kilometers;
  • speed — approximately 500–650 km/h depending on flight mode;
  • warhead mass — approximately 115–150 kilograms, of which around 50 kilograms may be explosive material;
  • guidance system — inertial and satellite-based, likely employing a jam-resistant module from the ‘Kometa’ family;
  • fuel — aviation kerosene.

Compared to propeller-driven drones such as the Shahed, the ‘Banderol’ travels considerably faster. This reduces the time available to air defense forces for detection, tracking, and engagement.

An additional threat is its ability to fly at low altitude. Terrain and urban structures can limit radar detection range. At the same time, the ‘Banderol’ is not invulnerable: it can be engaged by surface-to-air missile systems and other air defense assets if detected in time.

In 2026, ‘Banderol’ missiles have repeatedly featured in reports of strikes on Odesa Oblast, Kharkiv, and other cities.

This weapon has been used with particular intensity against port and food infrastructure in Odesa Oblast. According to Ukraine’s Presidential Commissioner for Sanctions Policy Vladyslav Vlasiuk, over a two-month period Russia carried out 16 attacks on such facilities, with approximately 80% of them involving ‘Banderol’ missiles. Targets included the port of Odesa, the port of Pivdennyi, as well as private grain and oil terminals.
